English Local Authorities Intend to Dispose of Community Hubs and Leisure Facilities to Balance Books

According to a recent study of local authorities, English councils are preparing to sell community centers, athletic facilities, and shopping arcades as they bet on a rapid disposal of assets to stabilize finances.

Growing Financial Challenges Drive Asset Sales

A coalition of councils representing second-tier cities in England stated that 60% of councils are intending to dispose of properties to meet the escalating costs of adult and children’s social care.

Local governments have previously faced criticism for selling public land and land to support their budgets, but they contend they must continue to generate essential revenue from property disposals or face insolvency.

This coalition noted that a high proportion of authorities attempting to generate funds from a quick sale of assets marked “a distinct shift from 2024, when the largest share (60%) of municipal officials stated they would prioritise restructuring services and using savings to weather growing fiscal pressures.”

Specific Cases of Planned Sales

One local authority in Kent said its property management strategy featured the sale of a shopping centre in Rainham and a social club in another town to raise £20m over five years.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all provide rental income for the authority, will also be disposed of under the strategy.

Council Tax Rises and Broader Financial Strains

This research of local authorities in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of councils will need to raise council taxes next April to address the growing cost of essential services, higher levels of housing insecurity, and a longstanding housing shortage.

The authority said it will press ahead with asset sales after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but certain measures take time to achieve both better provisions and cost efficiency,” stated Vince Maple.

He continued: “There are demographic pressures which will persist to increase the strains we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

National Patterns and Forecasts

A survey of regional authorities this week further found council budgets being stretched by the increasing figures of young people and adults requiring Send support.

The County Councils Network projected that council deficits will hit £4.4bn a year by 2029, as they grapple to cope with increased demand.

Government officials have put off scheduled changes to the special educational needs framework until next year after a policy document setting out those reforms has been postponed.

Disadvantage and Funding Gaps

According to the latest indices of deprivation (IMD) for English councils, several key cities members were included in the most deprived in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 nationally under the 2025 IMD measures,” said the study.

“While only a single urban area is among the ten most deprived for disadvantaged communities nationally, cities are much more prone to be in the worst-off 20% of England. The data highlights the scale of challenges facing local leaders across key cities in the coming year,” the analysis added.

“Local government leaders have been clear about the need for a equitable and lasting funding system that reflects and responds to the real levels of deprivation and demand,” said a council leader.

“Without this, councils will continue to face impossible choices around which vital provisions to fund, and which to cut, to the detriment of their communities.”

One in five of local authorities have reduced or weakened social care provision in the last year, the study revealed.
